16TH INFANTRY REGIMENT ASSOCIATION MISSION/ORGANIZATION

The 16th Infantry Regiment Association was formed to perpetuate the history and lineage of the 16th Infantry Regiment, 1st Infantry Division. Membership is open to anyone who served in the 16th Infantry Regiment during any period. It will act as a focal point for all former members and their families. Members is also available upon requesting to the Association for sons and daughters of former members expressing an interest in the Association

The Association is managed by an Association Board of consisting of an Executive Committee and Regular Board Members appointed who are either volunteers or appointed by the Board. The Active Duty Regiment currently consists of two Battalions, both Active Duty Commanders serve on the Executive Committee as Senior Advisors representing the two active duty Battalions. They also assist in administering the Association’s financial assistance to soldiers and their families during the holidays, and while deployed to the Middle East.

SPECIFIC MISSION OBJECTIVES

 To honor the Regiment’s past, present, and future heritage [store and maintain past
Colors and memorabilia (Tozar Museum--Fleville, France).
 Support the active duty battalion’s soldiers and families
Increase awareness of the 16th Infantry regiment Association and its’ activities and benefits
 Generate revenues through dues, donation, sales of Regimental Memorabilia and establishment of Regimental Cp at the annual First Infantry Division Reunion and   Officers Dinner
 To provide financial assistance to active duty soldiers and their families at Christmas and special requests for assistance
 Establish, Support, and Maintain a comprehensive Association Web Site Regimental Association
Conduct Association elections every three years during annual First Infantry Division Reunion or at the call of the Association President
Support the annual Distinguished Member of the Regiment Program (DMOR) held at Fort Riley, hosted by the Honorary Colonel of the Regiment (HCOR)

ROLES AND RESPONSIBILITIES OF THE BOARD

1) President:

The president is elected by the membership and serves a term of three years, or until his successor has been duly elected or appointed to fill out the remained of his elected term of office. The President presides over and is the Chairman of the Executive Committee of the Association and its activities, and duties include serving as the primary Association representative and contact:

 Presides over general and executive meetings
 Initiates programs to further Association aims and goals
 Retains authority to make all official contacts with outside agencies and organizations
 Oversees operations of the Associations functions of the Board. Delegates duties to members of the Association Board, and selects non-voting Association leadership
 Shall keep all Association Board members informed of contract obligation and proposed expenditures. Appoints committees and provides necessary guidance to ensure compliance
 Shall fill vacancies by appointment until the next annual meeting of the membership, and
coordinates the Association board activities to nominate new board members

2) First Vice-President:

The Vice President is elected by the membership and serves on the Assn Board and the Executive Committee
First Vice Presidential duties, include:
 Will act, as President in case of the latter’s absence or inability to represent to Association.
 Will perform duties as the President may direct.
 One of the elected officers to this position will be responsible for sales of Regimental items and maintain an adequate supply to fulfill demands, in a reasonable period.
 Will ensure items for sale are published in the newsletter and on the website.

3) Second/Third Vice Presidents

The second Vice President is elected by the Membership and serves on the Assn Board and Executive Committee
Will act, as President in case of the latter is absence or inability to represent to AssociationWill perform duties as the President may direct
One of the elected officers to this position will be responsible for sales of Regimental items and maintain an adequate supply to fulfill demands, in a reasonable period.
Will ensure items for sale are published in the newsletter and on the website.

4) The Third/Fourth Vice Presidents

The two Active Duty Battalion Commanders and are appointed by the President, approved by the Executive Committee and are not voting members. They are special Advisors to the Association representing the two Active Duty Battalions.
All VPs report directly to the President and can gain assistance from other VP to assist with a particular problem in their area

5) Secretary:

The President appoints the Secretary and serves a term of three years or until his successor has been duly elected, or appointed to serve the remainder of his elected term of office. The secretary must insure that the Treasurer and the DD Editor are both using the same Master Database since it is the secretary who charged by the president with the maintenance of the Master Database on the Web Site

Secretarial duties include:
 Maintains database of names and addresses of all members past and present. All annual renewals and new memberships will be sent to the Secretary first. The application will be accompanied by a check for the current year’s dues, or can their dues can be paid on line, using PayPal. The Secretary and Treasurer will reconcile the membership database and dues payments quarter to insure both parties has the same number of members and cash equivalent in dues.
 Initiates correspondence as directed by the President or as needed to coordinate on-going areas of interest to the membership.
 Takes on special projects as directed by the President or as required for the good of the organization and members.
 Serves as the meeting recording officer at all meetings and publishes the minutes.
 performs other duties as may be assigned by the President.
 Direct coordination with the Treasurer for membership accounting and growth.
Will provide the Association Board a quarterly report of all members to ensure members receive the services they are entitled to as members, to include HMOR’s and widows.
Provide the Treasurer and newsletter editor, ongoing regular basis information on all new members

6) Treasurer:

The President appoints the Treasurer and serves a term of three years, or until his successor is duly elected. The Treasurer and Secretary must work closely together to insure the completeness and accuracy of the Association Master Database.
Serve as the Association Chief Financial Officer.

The Treasurer’s duties include:
 Shall be the custodian of the Associations funds and receives, records and deposit all funds
Maintains bank accounts for the Association
 Shall prepare an annual budget in December each year for publishing in the Dagwood Dispatches each January and presents a financial review quarterly summary for publication ever three months to the membership in the DD and to the membership and at the Annual General Membership Meeting. The Estimate Annual Budget shall be published on line for members only. Dues paying members may make comments to the Treasurer with regard to any question they might have as reflected in the Budget. After the initial posting, the Treasurer will see that it is update as needed.
 Responsible for the receipt, disbursement and safekeeping of all funds Shall provide the Association President and Vice-Presidents a quarterly report on the current financial status (receipts and expenditures) of funds.
 Shall require appropriate invoices for expenditure of funds.
 Establish a yearly membership goal and propose a strategy to the Board for accomplishment.
 Direct coordination with the Secretary for membership accounting and growth.

7) Reunion Coordinators:
Reunion Coordinators are appointed by the President and serves at his discretion and pleasure.

Duties include:
 Coordinates all aspects of activities at which the members of the Association are represented, to include but not limited to the Annual Officer’s Dinner of the First Infantry Division and the annual membership meeting held in conjunction with the Division Annual Meeting.
 Receives guidance from the President on these matters.

8) Historian:
The Historian is appointed by the President and serves at his discretion and pleasure of the Board
The historian is the historical arm of the Association and acts as historical advisor.
 
Duties include:
 Completes and maintains a historical record of the activities of the Association and of the Regiments active duty battalions.
 Receives guidance from the President

9) Webmaster:

The Webmaster is appointed by the President and serves at his discretion and pleasure.

Duties include design and development of the website:
 Maintenance of the on-line portal software (DNN)
 Coordinates with the Board, HCOR, and all Association leadership to maintain the WEBSITE.
 Maintenance of dues paying members login list
 Receives guidance from the President

10) Editor of the Dagwood Dispatches:

The Editor is appointed by the President and serves at his discretion and pleasure.

Duties include:
collecting pertinent information from the Active Duty Battalions and the Association
to publish the Regimental quarterly newsletter

11) Separate Committees:
The President for the completion of specific tasks appoints the separate committees.

12) The Quartermaster
Appointed by the President, and is voting members of the Executive Committee
His primary job is to oversee the purchase and sale of Regimental Memorabilia and other sales items at all Association functions to include posting of Sale Items listing on the DD. He will coordinate the purchase of Sale items with the Executive Committee
